with reference to your letter of the 24th of February, despatch no. 62 of February,
I have the honour to inform you that the Japanese Government consented to allow the Russian sailors rescued at Chemulpo by HMS "Talbot", the French & Italian cruisers at that port, to be sent home to Russia provided they did not serve again during the war.
The Russian Government pledged to this effect; and, as you are aware, the sailors rescued by the "Talbot" have already been repatriated. They were taken to Colombo by a vessel chartered by the Admiralty, and thence shipped to Russia by a ship engaged by the Russian Consul at Colombo.
Accordingly, there is no objection to...
